December 3, 2018 District Newsletter

Note:  The District Newsletter is intended to share updates from or about various participatory District-wide decision-making groups,  Cabinet, District Services (Educational Planning, Fiscal Services, Information Technology, M&O, and Human Resources), new and updated Board Policies and Administrative Procedures, and excerpts from the Chancellor’s monthly Board Reports.

District Consultation and Coordination Council (DC3)

DC3 met last on October 30, 2018.  The Chief Technology Officer raised an emerging issue at the start of the meeting regarding a Cyber Security Threat.  As a result, employees were required to reset passwords adhering to stronger password requirements last month.  DC3 discussed setting an annual calendar of topics and priorities for the Council.  DC3 added a standing agenda item for new and updated Board Policies  (BPs) and Administrative Procedures (APs) and will include a table to show the progress and cycle for updating all BPs and APs.

DC3 is now on BoardDocs©:  DC3 agendas and minutes are now being posted in BoardDocs where today’s DC3 agenda is posted, including the minutes from the previous month.  The YCCD BoardDocs Website is where the YCCD Governing Board posts Board Meeting Agendas and Minutes as well as where District Board Policies and Administrative Procedures are maintained.  In addition to the Board and DC3, several District and College committees now have access to utilize this BoardDocs for their own committee agendas and minutes.  Note, that some committees are private, while others, such as DC3, are public sites.  Check with your College for more information on how they are utilizing BoardDocs to share information with students, faculty and staff.

The next DC3 meeting is scheduled for December 4, 2018, from 3:00-5:00.

District / College / Academic Senate Leadership (DCAS) Highlights

DCAS did not meet in November. Minutes of past meetings are available online at https://district.yccd.edu/pages/yccd/CommitteeDetail?aid=81.

Cabinet

The Chancellor’s Cabinet is working on five goals identified by the Board:

  1. Ensure outstanding leadership throughout the District
  2. Develop enrollment management strategies to drive facilities and staffing planning
  3. Develop a high-functioning YCCD Foundation Board
  4. Develop fiscal stability & sustainability strategies for the District and its programs and services
  5. Develop a Long-term Facilities Master Plan for the “21st Century Academy”

Focusing on Goal 1 at the meeting Cabinet suggested reading lists, for example,  “Thank you for Being Late” by Thomas Friedman and “Open Loop Learning.”  They talked about fostering conversations about defining a “21st Century Academy.”  Updating a list of professional development topics from the District Management Council (DMC) several years ago was suggested for the current DMC.

Yuba College

The Yuba College President’s Report – November 8, 2018,contains a schedule of campus activities, articles about events, outreach efforts, a student scholarship award, ASYC, sporting events, community events, YC Foundation events, appreciation events, and more.

Chancellor’s Office

The Chancellor’s Report-November 8, 2018, contains articles about the district-wide initiatives for goals and planning, legislative updates, and a snapshot of the Chancellor’s calendar.

 2020-21 Academic Calendar

The Board of Trustees approved the 2020-21 Academic Calendar at its November 8, 2018 meeting. The academic calendars are available on the web at https://wcc.yccd.edu/academics/academic-calendar/ and https://yc.yccd.edu/academics/academic-calendar/.

VCEP Board Policies and ProceduresRevised – Substantive Changes:

 BP 4106, Nursing Programs (Final)  (Markup) – Summary of Changes: Added required language for multi-criteria screening process; removed reference to the vocational nursing program since it was discontinued in 2012

BP 5010, Admissions (Final)  (Markup) – Summary of Changes: added provisions for students expelled within the past 5 years within the district or at another California community college and who continue to present a danger; added provisions for evaluating the validity of a student’s high school completion; added language that the Chancellor shall establish procedures for ability to benefit and admission of high school and younger students, for special enrollment of highly gifted pupils, and for dual enrollment

BP 5130, Financial Aid (Final)  (Markup) – Summary of Changes: Updated legal references and added language prohibiting misrepresentation

BP 5500, Standards of Student Conduct (Final)  (Markup) – Summary of Changes: Added the word “student” to the title; updated references; added legally required language prohibiting sexual assault/exploitation, discrimination/harassment, and intimidating conduct/bullying; added language recommended by Student Services related to persistent violations and unlawful access to the network
