Board Policy and Administrative Procedure Update – Since November 2017, the Board took action on minor and major changes to Policies and Procedures pertaining to the governing board in Chapters 1 and 2.  For a summary of those changes follow this link.

DC3

The minutes from the DC3 meeting on July 31, 2018, are available for viewing.  The Council reviewed the August 9, 2018 Draft Board Agenda and new and revised Board Policies and Administrative Procedures which are listed below.

AP 7600 YCCD Police Department was updated on May 22, 2018, due to minor changes resulting from California State Senate Bill 54 that effectively makes California a “sanctuary state.”

BP 3440 /AP 3440 Service Animals is a new policy and will move for review to the YCCD Board’s Policy Committee and then forward to the full Board for approval at the September meeting.

BP 5010 Admissions was removed from the draft August Board Agenda after discussion in DC3 for a rewrite to move procedural language in the policy to an administrative procedure.

Three additional revised policies, BP 5020 Nonresident Tuition, BP 5030 Fees, and BP 5040 Student Records, Directory Information, and Privacy were moved forward to put into place and effect.

The DC3 Effectiveness Survey results are scheduled to be discussed at the September 4, 2018 meeting.

District Colleges Academic Senate Leadership Committee (DCAS)

Highlights

Academic Employees Handbook: DCAS will update the handbook in fall 2018. The College VPs will work with the deans to update the college sections, and the VCEP Office will coordinate revisions for the District Services sections. If you have suggestions for the college sections, please contact your local Office of the Vice President of Academic and Student Services.

Curriculum Management System: One criterion for the Curriculum Management System is that it must interface with the Chancellor’s Office Curriculum Inventory (COCI). The first-round evaluation of four systems has been completed. The District Technology Committee will review the results and work through DCAS and other groups once there are clear candidates.

DCAS Policies and Procedures: At the August 16th meeting, DCAS reviewed its process for approving Board Policies and Procedures. DCAS is responsible for reviewing and updating Board Policies and Procedures that fall within the Academic Senate purview (10+1). DCAS recommends policies for Board for approval and is the approving body for administrative procedures. The committee expects to complete the full review of policies by October 2018.

DCAS recommended the following policy for Board approval:

  • BP 4106, Nursing Programs (Draft)

Summary of Changes: add required language for the multi-criteria screening process. Reference to the vocational nursing program is being removed since it was discontinued in 2012.

DCAS Priorities: The DCAS priorities for the 2018-19 Academic Year are available online.

Distance Education Support: At the August 16th meeting, DCAS charged the District Technology Committee to research a permanent solution for DE support.

Faculty Evaluation Task Force: The task force is fine-tuning the forms used for the pilot, developing a timeline, and expect to have it in place for the evaluation cycle this fall. The new process will be evaluated in the spring.

Chancellor’s Cabinet

The Chancellor’s Cabinet reviewed and provided input to the Student Success Measures Presentation for the Board’s July 12, 2018, Planning Session followed by a facilitated compression planning session used to develop aspirational goals relative to the Board of Governors’ Vision for Success Goals.  In September the Board will have a work session on accreditation in preparation for the upcoming external evaluation visit in October.

News from the Colleges

Open Educational Resources (OER) – Recently, Yuba College’s Professor Lisa Jensen-Martin and Professor Meridith Selden changed all of their Psych 1A classes over to Open Educational Resource (OER) books.  Professor Selden has converted all of her other courses as well, and Jensen-Martin is looking into doing the same.  Jensen-Martin noted that converting curriculum to OER took 30 hours, but worth the effort to save students the high cost of textbooks.

Open educational resources (OER) are freely accessible, openly licensed text, media, and other digital assets that are useful for teaching, learning, and assessing as well as for research purposes. There is no universal usage of open file formats in OER.  The term OER describes publicly accessible materials and resources for any user to use, re-mix, improve and redistribute under some licenses.[1]    The development and promotion of open educational resources is often motivated by a desire to provide an alternate or enhanced educational paradigm.[2]  https://en.wikipedia.org/wiki/Open_educational_resources

District Services Updates

Vice Chancellor Education and Planning

District Services Executive Team (DSET) – District Handbook: DSET recently updated the District Handbook. The intent is that as information is updated, it will be reflected in the handbook.

Facilities Planning, Maintenance & Operations

Yuba College & Sutter Center — Over the summer, custodial services completed deep cleaning such as strip, sealing, and waxing floors.  The Gym floor was resurfaced and lines were added.  The floors in Bldg. 300, were resurfaced extracting carpet in many areas.  Restrooms were deep cleaned in several locations.  The staff completed repairs to the irrigation systems at several locations and completed HVAC preventative maintenance items on all units.

Woodland Community College & LCC, CCC — M&O serviced chillers and repaired several HVAC units at Bldg. 800.  Seventy-five percent of the Wattstopper lighting controllers at Bldg. 700 have been replaced.  Many repairs were completed to the controllers and wiring for the irrigation systems.  Roof repairs on WCC Bldg. 800 have been completed as well as repairs to the roof on LCC Bldg. 200.  Two failed HVAC units at LCC and a failed compressor on an HVAC unit at CCC have been replaced.

Human Resources

Recruitments

Total recruitments completed in June 2017 through June 2018:

  • Classified New Hires:  46 New Hires/Transfers
  • Full-time Faculty:  26 New Hires

IT Updates

The Information Technology department finalized work on implementing SARS for Yuba College with the final setup on SARS Messaging and eSARS allowing students to schedule their appointments online, get reminders by text and even cancel appointments directly through text. Woodland College has gone live with SARS Anywhere for two departments and will be migrating the others from the old system shortly. 

 

Other projects underway include an upgrade for ImageNow, Summer State Reporting for MIS and AEBG, process mapping and automation planning for HR hiring and onboarding procedures. The Enterprise Software Group is working with both colleges to implement tools for online counseling and to ensure Colleague handles the new BOG D requirements. 

 

The Enterprise Hardware Group made major headway in bringing campus systems into alignment with industry best practices regarding patching and management.  IT completed the initial patching program that improved coverage by nearly 60% bringing the campus to 94% compliance with patching best practices.  Field service technicians overhauled major labs on all campuses in preparation for the start of the Fall semester.  The Audio-Visual team revamped several point-to-point videos and smart instructional classrooms with updated programming, equipment, and management screens to help streamline the instructional process. User Support Services began scheduling training classes for faculty and staff on both main campuses and provided Information Security, Word Press and Introductory Colleague classes.  

 

The multi-year district contract for leasing and maintaining our large Multi-Function Printer (copiers) and LaserJet printers is coming to an end.  The IT department has opened the contract up for bid and reviewed multiple possible proposals and would like to invite you to provide feedback on the final two vendors and their proposed solutions. Open demonstrations will be available from 10:00 am to 4:00 pm on September 14th at the Marysville campus and the and 21st on the Woodland campus.  Caltronics and Ray Morgan will be showing multi-functional printers and related software. More details will be sent out closer to the demonstration date. 

Grant Resources

USDA Paid Internship Projects 2018 – The deadline to apply for paid USDA Internship Projects is 9/30/2018.  The Water Resources and Policy Initiatives is pleased to announce the call for applications for the U.S. Department of Education of Agriculture (USDA)-funded Water Resources Experiential Learning for USDA Careers Internship Program for the 2018-2019 year.  These experiential learning internships should be focused on natural resource and water-related activities.  Applicants should propose a project with an advisor from their campus, USDA agenda, state or local agencies, or other approved organization.  For information on applications and more please click YCCD Grant Update August 2018.
